Harrow Safeguarding Partnership are recruiting additional Lay Members to support and challenge the work of local agencies in their responsibilities to protect the most vulnerable groups in our community.

Harrow Safeguarding Partnership – what we do

In Harrow the statutory functions for overseeing the safeguarding of our vulnerable groups are carried out by Harrow Strategic Safeguarding Partnership alongside the broader partnership bodies making up Harrow Safeguarding Adults Board (HSAB) and Harrow Safeguarding Children Board (HSCB).

Our Approach to Safeguarding

In Harrow we take a Think Whole Family approach to safeguarding and our arrangements are coordinated to ensure that:

  • Those working with children are also alert to the safeguarding and welfare needs of vulnerable adults associated with the same family
  • Those working with people with care and support needs are alert to the safeguarding and welfare needs of children associated with the same family
  • The transitions of children with identified needs into adulthood are better coordinated

Our approach also embraces Contextual Safeguarding which means we are committed to identifying and responding collaboratively to risks faced by individuals and their families outside of the home environment e.g. criminal and sexual exploitation.

The Role of Lay Members

Collectively, the Lay Members will have responsibility for attending and contributing to the meetings of the HSAB and HSCB.  Within this arrangement, each Lay Member will be assigned a lead or support role for one of the two Boards. Both Partnership meetings are held three times a year. 

You will also have opportunities to contribute to our Sub-group activities which include quality assurance, learning and development and review of specified cases as appropriate.

The appointment is for two years initially and will be reviewed.

Requirements

We welcome and encourage applications from all sections of Harrow’s diverse community.

This is a voluntary role, but induction training will be provided and expenses where needed.

As a Lay Member you will be a community representative and will operate as a full member of the Partnership. The role is intended to bring a more ‘grass roots’ perspective to the work of the Boards – to think as a member of the public.

Our Lay Members must:

  • Reside in the Borough or have another strong connection and be over 18 years of age
  • Have a strong interest in children’s issues and/or the protection issues faced by vulnerable adults with care/support needs.
  • Have the ability to communicate effectively and respectively within meetings
  • Be confident to ask questions and constructively challenge the views and assumptions of the Partnership as a whole and individual partners
  • Have an awareness and commitment to equality and diversity
  • Be able to respect and maintain confidentiality

It is also desirable to have the following experience:

  • An understanding of working with or caring for children, young people or vulnerable adults
  • Knowledge of safeguarding issues
  • An interest in community and social issues

Confidentiality

Lay Members are required to sign a written agreement before taking up their appointment, to confirm that all information they receive will remain confidential and kept in a secure place.
